This roadmap for CCS in Romania highlights a range of concrete actions that must be implemented to bring Romania’s significant CCS potential into real projects. Chapter 1 provides a high-level overview of the role of CCS in global decarbonization, while Chapter 2 focuses on the Romanian context, highlighting significant “demand” for CO2(storage potential) and “supply” of CO2 (large industrial emitters), as well as existing experience and know-how which could serve to bring CCS projects to fruition. It also highlights the main barriers to deploying CCS in Romania, which include an inadequate regulatory framework, lack of coherent government support, poor coordination amongst stakeholders and the lack of public awareness. These barriers fundament the roadmap outlined in Chapter 3, which pinpoints key actions in the policy, regulatory, knowledge, engagement and education domains, stressed by stakeholders as being key to advancing CCS.
